Rule 11

Current text: In all games the time control is all moves to be played in 1 hour 35 minutes in accordance with the current E.C.F. rules for Quickplay finishes.

 

Proposed amendment:

In all games the time control is all moves to be played is either 1 hour 35 minutes in accordance with the current E.C.F. rules for Quickplay finishes; or if digital clocks are available and it is agreed by both captains, an incremental time limit of all moves in 75min plus 15sec a move from move one.

 

Rule 14:

Current text: Matches must be played on the appointed date unless another date is previously agreed by the League Controller and representatives of both clubs. All matches (including postponed matches) must be played by 30 April.

 

Proposed amendment:

Matches must be played on the appointed date unless another date is previously agreed by the League Controller. All requests for postponements must be forwarded to the League Controller who must give prior approval to the postponement and whose decision is final. Postponements will normally only be agreed in extreme weather conditions, and should not be sought in circumstances of under-strength teams. Postponed matches should be re-arranged within two weeks of the original fixture, apart from where there are exceptional circumstances, as decided by the League Controller. All matches (including postponed matches) must be played by 30 April.

 

New Rule 15:

If a club is unable to fulfil a fixture it shall be defaulted with an additional penalty of minus-two match points.

New Rule 15 option (b):

If a club is unable to fulfil a fixture it shall receive a warning on the first occasion, with a penalty of minus-two match points for subsequent defaulted matches. Defaults (but not pre-tournament withdrawals) in the summer knockout competitions are to be carried forward to a team’s total for the next league season.

 

 

New Rule 16 (with renumbering of subsequent rules):

Matches between teams from the same club must be played with an equal number of players in each team. In the event of one or more board defaults by one team, the match should be reduced to a four- or three-board match as applicable.
